The National TV and Radio Commission will fine Kentron TV for
broadcasting a program of promulgating nature during the period of
silence. The fine is the minimum salary 1000 times. Kentron TV belongs
to Gagik Tsarukyan, the leader of Prosperous Armenia.
Most probably, the fine is related to the parliamentary election,
it has a political motive and is part of pressure on Tsarukyan.
In terms of law enforcement, there might be substantial grounds
for fining this TV company. However, it is not a secret that it is
possible to fine any TV company at any time, for any of the small
and big violations for so many years.
It is interesting whether the fine on Tsarukyan~Rs media arsenal will
be local in nature or will mark the beginning of a bigger process
which may be part of the larger process of reshuffle in the Armenian
TV business.
Kentron was established by Sharm Holding, and received the frequency
which was vacant after A1+ TV company was deprived of it by Robert
Kocharyan. Some time later Sharm sold Kentron to Gurgen Arsenyan, the
leader of the United Labor Party which won the parliamentary election
in 2007. Later Kentron had a new owner who was Member of Parliament
Murad Guloyan, Gagik Tsarukyan~Rs in-law but de facto the TV company
belonged to Gagik Tsarukyan. In this parliamentary election Gurgen
Arsenyan was N 4 on the PA list and will be a member of parliament.
Will the owner of Kentron TV change? Is the fine the beginning of a
new process or is it just a fragment which is a warning to Tsarukyan
or is intended to inflict a minor financial loss on him?
It is not ruled out that after knocking down the PA leader Serzh
Sargsyan decided to deprive him of one of his levers ~V TV company
~V before Tsarukyan comes round.
Time will show. It is possible that there are no far-fetched goals,
and Serzh Sargsyan is simply trying to retrieve Tsarukyan from the
month of opposition euphoria in case Tsarukyan returns from the
opposition field leaving there his TV company.
