    ARMENIAN EXPERT ON 'ELECTION RIGGING PYRAMID'

    The political engineer Armen Badalyan believes that, besides election
    bribes, the election rigging pyramid played its role in the May 6
    parliamentary elections.

    According to him, the Passport and Visa Department, Armenia's Police,
    local government bodies, members of election commissions were involved
    in the pyramid.

    The pyramid was "launched" in the mayor elections in Hrazdan, and,
    according to him, will "operate" in the 2013 presidential elections.

    Even if Armenia's second president Robert Kocharyan runs for
    presidency, "the pyramid will in any way operate in favor of the one
    sitting at 26 Baghramyan Avenue [presidential residence]."

    The pyramid will not operate only if the West or Russia orders it
    not to, Badalyan said.

    The pyramid will continue operating regardless of whether the
    Prosperous Armenia Party (PAP) joins Armenia's ruling coalition or not,
    Badalyan said.

    Armenia's opposition forces are unable to overthrow the ruling regime
    even if they follow the Arab scenario.

    "Even if the opposition forces unite and resort to street revolution,
    they will fail," the expert said.

    "No matter how often they take to the streets, no revolution is
    possible without foreign support," Badalyan said.

    With respect to the opposition Armenian National Congress (ANC)
    and the Armenian Revolutionary Federation Dashnaktsutyun (ARF-D),
    the expert noted that the reason for the low number of votes cast
    for the two political forces is not only the Prosperous Armenia Party
    (PAP), but also the forces' inefficient election campaign.
