    A 78-year-old disabled war veteran Hovhannes Rushanyan has decided to
    apply to Armenia's President Serzh Sargsyan for defending his rights.

    Speaking to Tert.am, former employee of Home Affairs Ministry, said he
    is forced to go from one state agency to another for getting use of
    free services.

    He is sure he is not the only victim of bureaucratic procedures, many
    veterans give up on a half way and do not defend their rights.

    The veteran told Tert.am that the director of N 20 policlinics refused
    to provide them free medicine even after Rushanyan presented his
    veteran certificate, grounding that the certificate functions in the
    USSR territory, while the USSR does not exist for already 20 years.

    `The certificates of all the participants of the war register that the
    document operates in the USSR territory. It corresponds to the demands
    of the Article 1 of the inter-state agreements signed between the CIS
    heads on mutual recognition of privileges and guarantees of
    participants of the Great Patriotic War,' the war veteran claimed.

    Rushunyan said the director doubted the validity of the certificate
    provided by the Armenian police and even the agreement due to which
    the medicines are being provided, stating that he is in Armenia and is
    guided by Armenian laws.

    `It was rather offensive both for me and the police, which, according
    to the director, has given an illiterate certificate,' the veteran
    said.

    Rushunyan said he managed to get the medicine after calling the hot
    line of the Healthcare ministry. Till that he had visited Olga
    Alexadrovna, deputy head of Yerevan municipality's healthcare
    department, and received the same answer. He also talked with
    municipality's consultant lawyer Lilit Yavryan, who saw the
    certificate and refused to present the issue to the representative of
    the relevant department.

    `I was trying to solve the issue without any noise but I was forced to
    make it public otherwise it is impossible to solve the issue in a
    civilized way,' he said, adding that he has asked the president to
    instruct the heads of relevant agencies familiarize themselves with
    the documents and then voice their opinion.
