Masis Mayilyan, head of the NKR Public Council on Foreign Policy
and Security, said the appeal of the U.S. state of Rhode Island to
recognize the independence of Karabakh should be followed up. He
reminded that a few years ago the Public Council had called for work
towards the international recognition of Karabakh.
Although this issue is one of the foreign political priorities of both
Armenia and Karabakh, the Armenian diplomats do not make substantial
efforts. Moreover, the foreign ministries of Armenia and Karabakh
have not expressed their opinion on the decision of the American state.
Baku understands the danger of international recognition. They see
the example of the Armenian genocide which has been a bugbear to
Turkey for already 97 years. Most states of the U.S. and over twenty
countries have recognized the genocide, which allows the international
community to manipulate Turkey.
The same awaits Azerbaijan if the American states and other states
start recognizing the independence of Karabakh. Even if it has
no immediate effect, the recognition will be used as a stick by
international community to "restrain" Azerbaijan.
The Armenian diplomacy does not make efforts for the international
recognition of NKR. The huge potential of the Diaspora is not used,
the rostrums of international organizations are not used and a relevant
information politics is not implemented. Recognition is related with
the negotiations and war whereas diplomatic activities may lead to
recognition, bypassing these two processes.
Recently Shavarsh Kocharyan, the deputy foreign minister of Armenia,
has visited Karabakh. During his meetings and lectures he tried to
prove that if people declare self-determination, the principle of
territorial integrity stops being effective. The people of Karabakh
were embarrassed, trying to understand why he was telling them
something which they already knew. He had better prove to the president
that the process of recognition may strengthen self-determination,
and Armenia must be the first to act.
The ARF Dashnaktsutyun takes certain action to promote international
recognition. Thanks to this party the foreign minister of Uruguay
stated that the best settlement of the issue of Karabakh can be the
recognition of NKR. However, the process did not continue due to the
lack of a relevant reaction.
At least, the RA and NKR foreign minister should hail the decision
of Rhode Island and display their appreciation. The Armenian and
Karabakh parties could express themselves but everyone was busy with
the elections and the post-election processes. Nalbandyan is not sure
whether he will keep his post in the next government, whereas Karabakh
has not appointed a foreign minister for already a year. This is the
potential of the government of Armenia to conduct its foreign policy.
