President Sargsyan's missing NATO summit has baffled the ex-president,
Hraparak claims.
Kocharian hoped RA President's participation in the meeting would
toughen Russia's stance, finalizing the demand to appoint a Eurasian
Union "advocate" to the Prime Minister's post instead of Tigran
Sargsyan, the paper says.
