    OPPOSITION MP PRAISING GOVERNMENT FOR OBSTETRIC CARE CERTIFICATES

    In the public health sector, obstetric care certificates are one of
    the Armenian government's rare steps approved of by Hrant Bagratyan,
    a member of the Armenian National Congress (ANC) parliamentary group.

    At the parliamentary debate on the 2013 draft budget on Thursday,
    Bagratyan noted that the step was incorporated in the ANC's '100
    steps' program.

    "This is one of the most insignificant steps in the public health
    sector that I am praising the government for. I hope for further
    steps," Bagratyan said.

    Armenia's Minister of Health Derenik Dumanyan presented the progress
    in the system.

    "Obstetric care certificates made the medical service affordable and
    the shadow is four or five times down - from 90% to 7.8 percent," the
    minister said. The Ministry of Health will be consistently reducing
    the shadow, Dumanyan said.

    Among the MP's concerns is state compulsory medical insurance. He
    sees threats in it. Bagratyan noted that this type of insurance is
    causing damage in United States, whereas France benefits from not
    practicing it.

    The MP believes that compulsory medical insurance will cause an
    uncontrollable rise in medical expense.

    Minister Dumanyan said that a committee was formed to deal with the
    issue and study international experience.
