Apparently, Levon Ter-Petrosyan again needs Robert Kocharyan's help.
Kocharyan has already lived up to his expectations twice.
First it was in Karabakh in the early 1990s. An absolutely legitimate
and democratic government was formed in Karabakh which was rather
effective despite extremely hard conditions. At that time, the
international community focused on Karabakh more than on Armenia, and
Armenia's importance in international politics was determined by
Karabakh. It may sound strange but Armenia had a status of an
international partner and conducted an independent policy.
Levon Ter-Petrosyan did not like this situation as his ambitions to be
the leader of Armenians would not be satisfied by his being limited to
an `island of democracy' and `the first wave of democrats'. So, he set
to dissolve the legitimate government and form a controllable
government in Karabakh.
It was a complicated job which Robert Kocharyan agreed to take on.
After several failures Kocharyan finally came to power but the
firmness of the ex-government of Karabakh had accumulated such a
resource of legitimacy that Kocharyan's administration was not fully
controllable. Nevertheless, Karabakh gradually lost the status of the
partner of international community, and Yerevan became the stage for
solution of problems.
For the second time, Levon Ter-Petrosyan needed Kocharyan's help after
the presidential election 1996. In this period the Armenian government
was disintegrated, the country was torn to parts by the military and
feudal oligarchy and different anti-legal groups. Ter-Petrosyan
invited Kocharyan to Yerevan and the latter was able to end anarchy,
ensure personal guarantees for Ter-Petrosyan and gradually take power
in his hands.
Ter-Petrosyan calls on Kocharyan for the third time to `close out' his
failed attempt to return to politics. Ter-Petrosyan's return was
vociferous, the end was miserable, as in the 1990s. Along with wasting
the social resource Ter-Petrosyan tried to enter into a dialogue with
Serzh Sargsyan at the end of which a trap was set. Sargsyan allowed
the Congress to walk into Freedom Square which was the Congress'
success only at first sight, and while the members of the Congress
hailed their `victory' after permanent failure, Ter-Petrosyan was the
only person who understood that was the end. All he could do was to
ask Serzh Sargsyan to open at least one toilet during his 7-day
sit-in.
Then `politicking' began. The proposal on offering themselves to the
Prosperous Armenia Party was accepted by the latter with love. Why
refuse `Yerevan clan' which is ready to act as a doorkeeper? `Yerevan
clan' lived up to all the expectations, announced that PA did not buy
votes during the election, Tsarukyan is not an oligarch etc.
However, the PAP is a broad notion, an amorphous and shapeless
conglomerate which is being split between Serzh Sargsyan and Robert
Kocharyan. When Levon Ter-Petrosyan stated to cooperate with the
Prosperous Armenia Party, he meant Kocharyan's wing which can save him
from further falls, and he can go home which is impossible now due the
abject state of the Congress, as well as other circumstances.
Kocharyan is the only person who can send Ter-Petrosyan home with
honor.
Kocharyan knew when he said he is a winner president and Ter-Petrosyan
is a loser. He warned Ter-Petrosyan that sooner or later he would be
an ordinary oppositioner. And he was right again.
One question is left to answer. Why does Kocharyan need a `loser'
president with primitive apologists of his political analysis and
Facebook hysterics besides the fact that the press of the Yerevan clan
which mocked him severely, made several allegations against him for a
decade is now silent? Does Kocharyan want to show Ter-Petrosyan who
the real sunk ship is as the latter had described him in one of his
rallies? Or does he want to indicate the weakness and lack of
principles of the press of the clan of Yerevan?
This is possible considering Kocharyan's style and logic.
As to political issues, Kocharyan may need the parliamentary group of
the Congress without Nikol Pashinyan. Kocharyan has always been a
situational actor and he may be waiting until the PAP takes to the
side of Serzh Sargsyan in which case some members of parliament will
leave the PAP faction. Then Kocharyan will have a considerable
parliamentary group. Then Levon Ter-Petrosyan will walk home leaving
his entourage in reliable hands. After all, the only urgent issue in
the Congress after permanent failures is the placement of its people.
