    PUBLIC AWARENESS LACK IMPEDES SOCIAL PARTNERSHIP PROGRESS IN ARMENIA- EXPERT

    YEREVAN, November 7. /ARKA/. Lack of public awareness hinders Social
    Partnership Institute development, a chairman of Republican Union of
    Employers of Armenia Gagik Makaryan said Wednesday.

    He added that is necessary to raise the public awareness about the
    nature of this partnership.

    Cooperation agreement between Armenia's government and representatives
    of different organizations was signed on 14 February 2009.

    Sustainable development program was approved by the government on 30
    October 2008.

    "We face this issue especially in the regions of Armenia, where there
    is "no idea at all" about the social partnership," Makaryan said at
    the press conference.

    He clarified that in the regions "social partnership" is often
    interpreted as just a "partnership," which is an absolutely other
    thing.

    According to Makaryan, local administrations also misunderstand "social
    partnership" notion, implying it is just a collaboration between some
    particular organizations within the framework of particular programs.

    The main purpose of the system is to regulate tri-lateral relations
    between the government, labor unions and employers.

    "The government always has its interests, employers- interests of
    the private sectors, and labor unions- interests of employees. This
    institute is directed to making single decisions and creating consensus
    between these interests," he added.

    According to him, the social partnership is implemented on four levels
    in Armenia: national, regional, sectoral, specifically, agricultural,
    industrial and commercial, as well as through collective agreements
    between administration and staff.

    Makaryan also said in accordance with the government's decision
    there is a tri-lateral commission operating in Armenia headed by
    Labor and Social Affairs Minister Artem Asatryan. The commission
    has five representatives from each ministry, Union of Employers,
    and labor unions confederation.

    In order to raise a public awareness it is important to involve
    representatives of different spheres into conferences, discussions
    related to social partnership, organized by Union of Employers in
    association with other organizations, he added.

    Social partnership aims to involve broad strata of population into
    the efficient implementation of social development programs through
    interest harmonization and collaboration of different parties.

    Agreement on social partnership was approved by Sustainable development
    program on September 10, 2008. -0-
