ARMENIAN OPPOSITION CALLS SPECIAL SESSION OF PARLIAMENT TO DISCUSS AMENDMENTS TO ELECTION LAWS

The Armenian National Congress (ANC) on Thursday secured the
signatures of 44 out of 131 members of parliament to call for a
special session that will discuss a number of amendments to current
legislation that the opposition bloc believes will help prevent fraud
at the upcoming presidential election.
Among the deputies who backed the proposal with their signatures (more
than a third of lawmakers are required for the motion) were
representatives of all minority groups, including the Prosperous
Armenia Party (PAP), Dashnaktsutyun and Heritage.
Under this new initiative the Parliament will gather on November 21 to
debate amendments to the Electoral and Criminal Codes as well as the
Law on the State Registration of the Population.
ANC parliamentary faction head Levon Zurabyan said one of the
suggestions concerned a change according to which all citizens of
Armenia who stay abroad for more than six months must be excluded from
the electoral roll.
The opposition claims the government took advantage of the absence of
some 700,000 eligible voters from Armenia to commit fraud in last
May's parliamentary elections. The government denies the claim.
ANC, PAP, Dashnaktsutyun and Heritage have also held "political
consultations" these days focused on a possible reform of the voting
system, including a transition to an all-proportional ballot in
parliamentary elections and a parliamentary form of government.
This agenda was proposed by PAP as a possible means of consolidation
among various opposition groups ahead of next February's presidential
election, in which PAP may field its own candidate to challenge
incumbent president Serzh Sargsyan.
