MP: EVERY CITIZEN OF ARMENIA OWES MORE THAN 1500 USD TO INTERNATIONAL STRUCTURES

Every citizen of Armenia owes more than 1500 USD to international
structures, Artsvik Minasyan, MP from ARF Dashnaktsutyun Faction,
said at today's debates on the governmental program for 2012-2017.
On Sept 27 the Government of Armenia approved the draft budget for
2013 with 2.6% deficit and 6.2% GDP growth. By late 2012 the foreign
debt of Armenia will total 3.8 bln USD, and by late 2013 - 4 bln USD.
"Given the 3.8 bln USD foreign debt and the results of the census in
Armenia, one can say that each of us, including the new-born babies
owe 1400 USD plus 150 USD p.a. to various international structures
and states", said Minasyan. He added that the loans are not spent
effectively, as they have not been invested in the real sector,
which would have brought tangible profit.
He also pointed out that the governmental program adopted in June 2012
does not meet the Armenian Constitution, as the Government itself will
work until the presidential elections, consequently, the Government
should have scheduled the end of the program for March 2013.
"Obviously, the program was not estimated correctly, and even if the
staff of the Government does not change, the program itself is not
so important to be guided by for 5 years", Minasyan said.
To note, at the June 21 extraordinary session, the Parliament of
Armenia approved the Government's program for 5 years by 75 "pros"
and 47 "contras" (1 abstainee). The governmental program implies
reduction in corruption, 7% economic growth, poverty reduction and
implementation of various social projects.
