EX-OFFICIAL: PROPORTIONAL ELECTORAL SYSTEM TO GENERATE PARTY OLIGARCHY

PanARMENIAN.Net - An opposition candidate, even the one nominated
as a result political consultations, would have little chance for
presidential victory, NKR ex-Foreign Minister believes.
As Arman Melikyan told a November 21 news conference in Yerevan,
Armenia's political forces are currently paralyzed, with the only
motive goal of gaining their share of power.
The politician characterized debates on adopting 100% proportional
electoral system as an innovation, capable of generating party
oligarchy, were the idea to be implemented.
"Signing of a new coalition memorandum is also a part of the "game","
the politician said.
"We're reaping what we sowed back in 2008. We'd now be living in
a state ruled by law, had Orinats Yerkir refused to support ruling
authorities," he concluded.
