    ASHOT MANUCHARYAN: RUSSIA IS TRYING TO COUNTERWEIGHT THE WEST IN ARMENIA USING PROSPEROUS ARMENIA PARTY AND THE FORCES CONSOLIDATED AROUND IT

    Russia is trying to counterweight the West and the Republican Party of
    Armenia advocating its interests in Armenia using Prosperous Armenia
    Party and the forces consolidated around it: Armenian National Congress
    and ARF Dashnaktsutyun. Ashot Manucharyan, a member of the Karabakh
    Committee, ex-adviser of the first president of Armenia for national
    security, made such statement in a press conference, Thursday.

    He said that the political consultations launched by Prosperous
    Armenia Party and the confrontation with the ruling party of Armenia
    is nothing but a conflict of interests of the West and Russia in
    Armenia. "Our country must find the right formula in order to get in
    on the ground-floor," he said.

    "Russia extremely needs partners in Armenia and its efforts to
    unite PAP and other political parties aim to make Moscow's positions
    stronger in Armenia. It is inherently a positive process, because
    political monopoly is inadmissible. Any balance of forces restricts
    the possibilities of the ruling party, and Russia tries to keep that
    balance," Manucharyan said. At the same time, the politician thinks
    that this process may yield a reverse effect i.e. it may lead to public
    unrest in Armenia with even worse consequences than in March 2008.

    To recall, Secretary of the Prosperous Armenia Party Faction,
    Naira Zohrabyan, said on Nov 6 that the PAP was starting political
    consultations in the run-up to the presidential elections 2013. She
    said that the consultations will focus on possible consolidation of
    political forces around the idea of switching to the parliamentary
    system of governing, which would allow enhancing the role of the
    political forces in the country's life. Earlier Leader of Heritage
    Party Raffi Hovannisian, as well as members of the Armenian National
    Congress and ARF Dashnaktsutyun advocated this idea. A meeting with
    Free Democrats was held expected today, on Nov 21.
