    French FRANCE 24 TV channel has prepared a video material about the
    Nagorno Karabakh conflict.

    `The response will be effective, the weapon heavy, with tanks and
    military engineering across the line of contact. This is the message
    the Nagorno Karabakh army sends to Azerbaijan if the latter expresses
    wish to attack,' FRANCE 24 TV Channel starts the material, expressing
    conclusion that it is everything but not a frozen conflict.

    Presenting the military drill in Karabakh in late October with the
    participation of presidents of Armenia and Nagorno Karabakh Serzh
    Sargsyan and Bako Sahakyan, the French TV channel says, `This military
    drill takes place in 10km distance from Azerbaijani armed forces, the
    country which allocates billions of dollars for its military budget.'

    `We have never said we are here for defense only. The functions of our
    army must not be perceived in a wrong way. The Defense Army has not
    been created for defense battles only but for attacks as well,'
    Defense Minister of Nagorno Karabakh Movses Hakobyan told the French
    TV channel.

    FRANCE 24 has also spoke with the Azerbaijani refugees, Armenians who
    presented the conditions they are living in.

    The French media tells about Hovakimyans' family who fled from
    Azerbaijan in 1988 during the pogroms of Armenians and settled in
    Karabakh's town of Shushi.

    FRANCE 24 says the war has not only destroyed the houses of Armenians
    and Azerbaijanis, but ruined many hopes, broke something down.

    `We do not believe in uniting. We are living on our own. Why? How can
    we live with them after all that? I cannot even imagine it. I was
    wounded during the war. Do you think I will live with them again? It
    is impossible,' Edik Hovakimyan says.

    `The negotiations and international mediation are far from visible or
    invisible results,' the French TV channel reports.

    `In Stepanakert, de facto capital of Karabakh, a small number of
    Armenians and Azerbaijanis are trying to preserve their ways of
    re-establishment of peace between the two peoples. The town that has
    50,000 population has all the conditions peculiar to a capital. There
    is a parliament, banking system, television and public radio,' the
    French TV channel writes.

    Raya Babayeva and her team are preparing a 30-minute program for the
    Azerbaijani population of Nagorno Karabakh. The idea belongs to
    Babayeva who is one of the Azerbaijanis that preferred to stay in
    Karabakh after the war, the French TV Channel writes.

    `Our team hopes our program will manage to reproach the two peoples
    and to guide them to mutual understanding and reconciliation even if
    today these peoples are not together. Undoubtedly, tomorrow our two
    peoples will live side by side as good friends. Everything we do is
    aimed at it,' Babayeva said.

    FRANCE 24 correspondent notes that Raya is probably very optimistic as
    the situation has not changed anywhere like for instance on the line
    of contact.

    `It is difficult to check whether Armenians are shooting first or
    Azerbaijanis but the result is that during the past two years at least
    60 people were killed form both parties and almost each month
    Armenian, Azerbaijani soldiers and sometimes civilians die from the
    bullets of snipers. It is everything but not frozen conflict,' FRANCE
    24 concludes.
