    ARMENIA'S EX-FM SEES THREE MAIN IMPEDIMENTS ON THE WAY OF DRASTIC CHANGES IN ARMENIA

    Armenia's ex-FM, Prosperous Armenia party MP Vartan Oskanian has
    presented three main obstacles impeding the sharp changes in the
    country. In his Facebook post Oskanian says these impediments though
    may be overcome.

    Oskanian says the political field in Armenia is divided into two
    poles. The one is the authorities wanting to reproduce itself which
    means preservation of status quo, the other is the political parties
    wanting systematic changes.

    If there are two poles in the political field, there is only one in
    the public. Only the relatives and friends of the authorities want
    them to stay, the others want to see drastic changes.

    A question raises - if the people want changes and there are political
    forces able to guide them why it is impossible to reach the changes
    through elections. Oskanian says he see three main obstacles:

    1. Absence of hope and belief. Taking into consideration the 20
    years of our independence and people's disappointment after every
    elections, currently there is a serious challenge of being able to
    revive the 1991 hope and belief among people.

    2. Clashes of interests of political forces and disputes. The
    political forces appeared in the pole of those wanting changes are
    speaking about systematic changes but their approaches of doing them
    differ. Besides, there is certain clash of interests in the processes
    over each force's place and role.

    3. Authorities' sources predicting the results of elections. New,
    unexpected ways of resulting on the outcome of voting have been
    imported at each poll. No matter how much the opposite force tries
    to jointly prevent it, they have not succeeded in it till now.

    Oskanian writes that despite these obstacles he thinks it is possible
    to reach a sharp change in the situation. The key to it may be the
    elimination of the second obstacle. "Taking into consideration the
    first phase of our political consultations I see a certain prospect in
    it. There is no dispute in two important issues - refusing the majority
    system and making changes in the Electoral Code. As to passing to 100%
    proportional representation, there are still disputes over it. But it
    cannot be an impediment with one simple reason - it should be decided
    by the people through a referendum and the political forces will
    just give their consent to put the issue for a referendum till the
    2017 parliamentary elections. And as far as we have already agreed
    over the amendments in the Electoral Code with which the frauds
    during elections and the referendum are excluded, thus as of the
    moment, it will be senseless to argue over yielding or not yielding
    to people's will. Little time has been left for the registration of
    candidates so it will soon be clear what political adultery the two
    poles will demonstrate to be able to take the country out of this
    complicated situation and put it on the path of stable development,"
    Oskanian wrote.
