ARMENIAN PM SAYS SITUATION IN DISABILITY SECTOR SHAMEFUL

Prime Minister Tigran Sargsyan has addressed the corruption risks
in the disability sector at an urgent meeting with Ministry of Labor
and Social Affairs officials.
The premier said particularly that recent studies revealed what he
called horrifying cases and facts about the procedures of granting
a disability status to an individual.
"I was reported on the situation in the disability sector yesterday.
Studies were conducted in an effort to find out how disability groups
are determined in Armenia today, and we encountered horrifying facts
and cases," he said.
The premier asked the head of the Government's Control Service,
Sargis Grigoryan, to give more detailed records on their monitoring.
"The corruption risks are equally high in both medical institutions
and the Medical-Social Expert Agency," Grigoryan said, adding that
both institutions charge money from individuasls for issuing relevant
documents.
According to him, an individual's disability group is determined based
on an assessment specifying the degree of his or her restrictions.
"The problem here is that such an opportunity is given to the
commissions in accordance with a legislative norm," he said, promising
that a new regulation would reduce the corruption risks to a minumum.
A subsequent question by the premier revealed that 65,000-70,000
individuals in Armenia annually face corruption risks.
Speaking further, Minister of Labor and Social Affairs Artem Asatryan
admitted his agency's responsibility for the existing situation.
"We will take substantive steps to find systemic solutions as soon
as possible," he said. "We will launch an internal investigation
in connection with the problems raised. As for the medical-social
decisions, I think of the possibility of public control."
The minister proposed creating an adjunct group for conducting a probe.
"It is necessary to establish disciplinary measures," he said. "If the
commission turns out to have made a wrong decision, we will charge
money and return it to the budget. As regards the cases subject to
investigation by the law enforcement agencies, we will refer them to
the appropriate bodies."
Sargsyan reminded the officials of Government's has large-scale
activities to combat corruption, noting that the sectors rendering
state services are in primary focus.
"This is how the society communicates with the state. There are
exceptions, but this is not a regularity because if that were the
case, a citizen would not speak about it," Sargsyan said, calling on
the minister to start human resources reforms from now on.
