THE EU TWINNING PROGRAM TO SUPPORT THE REFORM OF ARMENIAN JUSTICE SECTOR

YEREVAN, OCTOBER 9, ARMENPRESS: The launch of new Twinning program
funded by the European Union was announced on October 9. The program
is to support the reforms in Armenian judicial sector. It is an
important factor for the further cooperation of Armenia-EU to meet
the requirements of the standards of European Union. The European
Union recognizes that Twinning is a very important means to help
people understand the aims of the EU, to develop a stronger sense of
European identity, and to bring the EU closer to its citizens. With the
help of Twinning program Armenian Ministry of Justice will establish
cooperation with German and Lithuanian Ministries.
Cooperation with Armenia in the framework of Twinning program has
begun from 2011. "Armenia is an important country for us. Country's
judicial issues will be solved in the framework of this program.
Though We have cooperated for only a year, we have already had several
symposiums. We want this program to have a serious impact on Armenian
judicial sector" said Ambassador of EU Delegation to Armenia Trayan
Hristea.
European Union has allocated for about 1 million euros for the Twinning
program. The drafting of military projects has been also included in
the agenda of the two year lasting program. Wolfgang Shmit - Velbrok
noted that German Minister of Justice has greeted the program and
highlighted the participation of Lithuania.
The German head of the program Volker Elenberger believes that Armenia
and Germany are important partners.
The programmes will support the EU's actions to improve European
cooperation on civil and criminal law, allow people to better exercise
their rights as EU citizens and promote equality. They will also help
to reinforce the EU's efforts to fight crime, tackle drugs demand and
supply and safeguard the rights of people (such as accused persons or
victims of crime) when in criminal proceedings. The two new programmes
represent a major simplification compared to the existing programmes,
with less paperwork and more efficiency in their management. The
proposed Justice Programme and Rights and Citizenship Programme
will consolidate six existing funding programmes in the justice and
rights field. They will support the Commission's efforts to build an
effective EU area of justice, focusing on activities with an increased
added value at EU level.
