Safarov's case was a subject of heated discussions during the PACE
Summit held on October 1-5, said the head of the Armenian delegation
to PACE David Harutiunyan, adding that the Azeri representatives
also held good speeches trying to draw parallels between Varuzhan
Karapetyan and Safarov but they also mentioned some unknown cases
which I think are not true, said Harutiunyan.
According to him, the majority of the PACE members supported the
position of the Armenian side that the point is not about the Karabakh
issue settlement, but xenophobia or rather hatred toward Armenians
rooted in Azerbaijan.
The head of the Armenian delegation to PACE noted that a few Hungarian
delegates to PACE also delivered speeches, two of whom assessed the
step of the Hungarian government as a blunder.
As an important circumstance, D. Harutiunyan underlined the
consequences of the discussion of this case. He noted that since
there is an ongoing discussion, no resolution is to be adopted. But,
according to him, the PACE Bureau dwelt on possible steps stemming
from that discussion.
David Harutiunyan extended hope that the PACE legal committee will
deal with the discussion. The point is about violation of rights
set by the PA international agreement. In other words, that is not
a report on Azerbaijan, but it stems from Safarov's case. Perhaps,
the legal committee will make a motion for a new resolution on how to
avoid it or to achieve uniformity in interpretation and not to deviate
from the spirit of the international covenant, said Harutiunyan adding
that as a rule, such drafts are worked out in two years.
