    HOSTILITY IN A MILITARY UNIT; Investigators from Volgograd prefer
    keeping silent about the case of Shamil Belonos born in Chechnya. In
    their practice this is nearly the only case when a serviceman will
    be put to trial for kindling of inter-ethnic hostility.

    of Shamil Belonos born in Chechnya. In their practice this is nearly
    the only case when a serviceman will be put to trial for kindling of
    inter-ethnic hostility. Military officials prefer not to wash such
    dirty linen in public.

    Shamil was drafted to the army in spring of 2011 from Chechnya. The
    young man was sent to Volgograd but he was not upset. Military
    officials say that the military unit has a rich multi-ethnic
    composition but in reality the influence of conscripts from the
    Caucasus is strong there.

    There are four proven incidents in the case. The first happened in
    December. For refusal to cut the firewood during a frost he beat a
    private. He made a video of his next "feat" by a mobile telephone:
    he drove four Russian guys to the parade ground and threatened them
    with an automatic rifle. At another video he forced several soldiers
    to stand up from the beds at night and drew "Chechnya-95" on the back
    of one of them by shaving foam. At another video two soldiers were used
    for this purpose and there were inscriptions "Chechnya" and "Armenia."

    Russian guys tolerated this for a long time fearing bigger torturing
    but finally complained to officers.

    Many of the victims refused to sign a complaint about the offender
    at first. The guys kept serving and Shamil had many friends left in
    the military unit. However, they finally got tired of humiliation
    and all of them would testify in the court.

    Representatives of the military investigations department for Volgograd
    Region explained:

    - Belonos is charged according to two articles: "kindling of hatred
    according to the signs of sex, race, ethnicity or language" and
    "breaching of authorized relations among servicemen."

    Investigators also ordered the commander of the military unit to find
    out the circumstances that "contributed to committing of the crime."

    So, it is possible that officers will be punished too.
