The United States has decided to come to Gagik Tsarukyan's rescue.
This is the impression from Tsarukyan's meeting with Ambassador
Heffern. Before going to Tsarukyan the ambassador expressed their
concerns about Oskanian's case and expectations that the rule of law
and democracy will be upheld. Then Ambassador Heffern went to meet
with Gagik Tsarukyan.
Interestingly, after the meeting Gagik Tsarukyan invited him to go
to church, look at Saint Hovhannes Church which is being built now,
and according to the official press release, the ambassador liked
the church.
For such cases there is a phrase "the meeting passed in a warm and
friendly atmosphere" while the substance of the meeting is not known
to the general public. It is obvious that Tsarukyan and Heffern spoke
about something which was omitted from the official press release.
It is also interesting that the ambassador met with Gagik Tsarukyan
after Oskanian's statement on his possible nomination. In the
background the pressure of Kocharyan's wing on Gagik Tsarukyan is felt
in an attempt to push him to adopt a tougher tactics in dealing with
Serzh Sargsyan. Vartan Oskanian's statement means "if you can do it,
then go ahead, if not, leave me alone and don't hinder me". This is
approximately the context of the ex-foreign minister's statement.
Gagik Tsarukyan is a hindrance indeed. Despite tough speeches by
Vartan Oskanian and the so-called pro-Kocharyan wing of the PA against
the government, Gagik Tsarukyan's uncertain and unspecific behavior
prevails as the PA position which devalues and reduces the potential
of tough and critical rhetoric.
Tsarukyan is offered to comply with this toughness or to leave and
not hinder the others. In addition, this might not only be a matter of
presidential election but further developments, the next period. After
all, it is ingenuous to think that the election 2013 will close the
issue. Everything is beginning in Armenia.
The U.S. ambassador met with Tsarukyan in a very crucial period
for him when the prospect of his further stay in the party is an
urgent question. What can the United States offer Tsarukyan in this
difficult situation? Will there be a proposal to think about laying
down the torch of the Eurasian Union and do real politik with the
West in return for which Gagik Tsarukyan may get help to strengthen
his foothold in the party? Or it is possible that the United States
offers Tsarukyan to make up his mind and do politics or leave and
clear the way for Oskanian, at least on Kocharyan's orbit.
Of course, it does not mean that the United States is changing the bid
on Armenia and shifts from Serzh Sargsyan to Tsarukyan, Oskanian or
Kocharyan. Apparently, the main bid remains Sargsyan but the United
States needs a counterbalance to be able to work with Serzh Sargsyan
more effectively and avoid the frequent need for compromise.
In this sense, independent from PA's inborn commitment to the Russian
civilization the United States is a stakeholder of PA in the capacity
of a political subject. Perhaps it is the only or the main stakeholder.
