ARMENIANS REALIZE VITAL NECESSITY OF CREATING NATIONAL STATE, ZHIRAYR SEFILYAN SAYS

Member of Sardarapat Movement initiative group, commander of Shushi
special battalion Zhirayr Sefilyan referred in his interview to Tert.am
to ex-FM Vartan Oskanian's case, the interior political situation in
Armenia, coming presidential elections, change of power in Georgia and
a number of other issues. Speaking about the possibility of change of
power in Armenia, Sefilyan said "the reproduction will immediately be
followed by precipitous collapse of the regime" as currently Armenians,
especially those living abroad, realize the necessity of new quality
and vital necessity of creation of national state.
- Mr Sefilyan, it is interesting to learn your viewpoint on deprivation
of V. Oskanian of his parliamentary immunity. Do you consider it a
political persecution, or not?
- The combination of external features of the phenomenon forms such
opinion. We all know that corruption is one of the main mechanisms of
the acting administration but only those who have violated "the rules
of the game" are being persecuted. By the way, after returning to the
field of "rules of the game," the persecution is being suspended and
the resource of influence acquired thanks to it, is being used for
making the persecuted person more useable. Sometimes the persecution
is being implemented for the above mentioned reason.
-In your opinion, is the persecution against Oskanian a way to
neutralize Russian presidential candidate in Armenia by the USA,
like it has been stated by Ashot Manucharyan?
- Your question includes opinion. I have given the neutral part of
the answer while answering to the first question.
- How will you assess the statements of the US Ambassador? Isn't it
an attempt to interfere into the domestic affairs of Armenia?
- The possibility of the external factor's influence and its degree
is agreed with the interior stability and firmness in the country,
with the degree of its sovereignty. Since the very beginning Armenia
has been formed as a state that has handed part of its interior
affairs for the foreigners' administration that's why Armenia has not
realized itself as a full sovereign state and turned into an object
governed from the forces outside. In such conditions the cases of
interference into domestic affairs should be considered regular things
and instead of emotional responses it is necessary to seriously think
over correcting the situation.
- Mr Sefilyan, you considered the participation of the opposition in
parliamentary elections as a way to legitimate the non-legitimate
authorities. The presidential elections have certain peculiarities
as compared with the parliamentary ones, don't they?
- The criminal regime reproduced its opportunity to implement its
legislative and executive power. The peculiarity of presidential
elections as compared with parliamentary ones is that through this
[presidential poll] the regime will reproduce the opportunity to
dominate the authorities of the pyramid's cup. In this way, the regime
is trying to renew and become complete for the coming post-electoral
years to continue its state destruction activity. But this time
the reproduction will immediately be followed by the precipitous
collapse of the regime, which will take place under the influence
of interconnected processes. First, Armenians are awakening and
Armenians both here and abroad gain political consciousness. It is
an unprecedented phenomenon.
Till now the Diaspora Armenians were viewing Armenia as a holy symbol
considering the deeds of the regime pardonable. And now they are
coming to new quality realizing the vital necessity of creating a
national state, the necessity of uniting over the idea.
Besides, the changes of regime in Middle East essentially affect
the domestic life in Armenia. And finally the ruling regime is being
exhausted as not only wide circles are leaving it but the national
bourgeoisie, which a little bit late, but started uniting over the
idea of having strong national state.
- Do you think Ter-Petrosyan will run for presidency? Why if yes,
and why if no?
-I think Ter-Petrosyan will not run for presidency.
- Do you plan to participate in the presidential elections?
- We will not only restrain from participating in the regular round
of reproduction of the regime but we have already initiated a process
of formation of alternative power and through it bring the power back
to the people and create a powerful Armenian state. We will use the
period of the so-called presidential elections for the implementation
of our program.
- In your opinion why has the Georgian opposition succeeded to do
what it has done and why the Armenian opposition fails to do it?
- Georgia's administration has not impeded the formation of opposition
in Georgia, thus making it possible to change the power in that country
in a classical way. Armenia's administration has never tolerated and
does not tolerate the existence of opposition and not only continuously
impedes its formation but tries to annihilate it and make controllable,
creating a political field without a real opposition which should
be called political bog. The fight of separate individuals in this
bog cannot bring any result. It is senseless to take parallels in
such conditions. We see the solution outside of the bog, without the
regime and false opposition.
At the same time I consider the way Georgia has selected inadmissible
for applying it in building Armenia's future. We should create a
modern state fed from our roots and Armenia will be the center of it.
We will be able to implement our wishes and goals. It should be not
today's but tomorrow's state.
