ARMENIA IS PROBLEM FOR U.S.

It seems that Armenia is geopolitically the most vulnerable and
dependent state of the South Caucasus but the world poles find it
difficult and uncomfortable to set up relations with it. It seems that
Russia has built relations with Armenia without much effort but it
turned out to destroy rather than build up relations with our country.
In the result of Russia's successful policy in the South Caucasus and
chronically ignored interests of Armenia the supporters of cooperation
with Russia are hopelessly outbid politicians and experts.
How did the Armenians fall in love with America? This is a sacramental
question indeed and it is often silenced as well as the issue of
developing relations with NATO. The love-hate game means efforts of
the Armenian society to enter into political relations with the world.

and asks the Caucasian politicians to leave their signatures there.
The Americans hinted possible construction of a new nuclear reactor
or a scenario of development of nuclear energy in Armenia. This is
highly hypothetical but the Americans would not have started the
discussion of this issue without studying the problem first.
Throughout many years the American experts and politicians have been
studying reviews and political notes stating the idea that Armenia
will be influenced by the country which will build a nuclear power
plant there. It was clear from the beginning that Russia does not
treat this project seriously in any possible form.
The possible interest of Russia in building the second nuclear plant
in Armenia was thoroughly discussed in Moscow not only with experts
but also administrators and managers of those state and semi-private
structures of Russia which were directly related to nuclear projects.
One should mention the Russian responsible functionaries who defined
thoroughly the factors and circumstances regarding talks in favor of
poor Armenians.
At the same time, together with specific, economic and technical
problems which have been studied for many years it would be interesting
to clarify foreign political and geopolitical aspects. My colleague
and friend who deals with global economic problems has expressed doubt
that there are factors of global political and economic interest of
Russia in the implementation of this project. The second nuclear
station in Armenia would mean greater dependence on Russia and a
wider span of foreign political maneuver.
The United States and NATO have understood that Georgia has exhausted
its strategic reserve and has done everything it can. Azerbaijan
is a temporary state which is not able to fulfill the functions
of partnership. Despite disadvantages of its situation, Armenia has
abilities and interests which our regional neighbors do not and cannot
have. The United States and NATO are interested in Armenia for several
reasons about which we have already written on Lragir.am. We would like
to underline that Armenia juxtaposes the goals of restricting Turkey
and strategic partnership with Russia, including within CSTO, and is in
close relations with Iran, which interests the Euro-Atlantic community.
Even the Russian military base in Armenia is viewed as a factor of
advantage in the NATO-Armenia cooperation. At the same time, Armenia
cannot fulfill and develop these functions in these circumstances
and solve the problems of development of energy and transport
independently. Besides, more or less foreseeable development of
relations with Armenia may be foiled by the membership of Armenia to
the so-called Eurasian Union.
The United States and France cannot allow this, which requires a quick
reaction. The United States has missed a lot during its "tactical
idleness" in the region. Armenia is the case when it is necessary to
take the initiative, especially that the Americans already have the
sad experience of democratic show in Georgia.
The United States and NATO need strong factors of control over
Turkey's regional policy, as well as over Azerbaijan with its idiotic
ambitions. Partners are needed but who are they? NATO Chicago summit
has put forth new strategies but NATO has to put forth plans in a
reserved and delicate manner. The South Caucasus will have to act fast,
time is not waiting. In addition, the Russian experts are trying to
present activation of Americans in the South Caucasus as a reaction
to the problem of Iran, as an effort to frighten Russia's southern
partners with the war in Iran. Everything is a little different.
