The WB and IFC have published their annual Doing Business for 2013.
Georgia remains 9th in the list, Estonia 21st, Latvia 25th, Lithuania
27th, Armenia 32nd, Kazakhstan 49th, Belarus 58th, Kyrgyzstan 70th,
Moldova 83rd, Azerbaijan 67th, Russia 112th, Ukraine 137th, Tajikistan
141st and Uzbekistan 154th.
Russia improved its rating by 8 points in a year, entering the position
between Palau and Salvador.
Russian President Vladimir Putin signed a decree on long-term state
economic policy in May to improve the country's rating from 120th
position in 2011 to 50th in 2015 and 20th in 2018.
Armenia improved its rating from the 50th position to the 32nd between
the Netherlands (31st) and Belgium (33rd). France is 34th, Israel 38th,
South Africa 39th and Spain 44th.
Armenia improved its rating of construction permits from the 49th to
46th, electricity saving from 143rd to 101st, protection of investors
from 98th to 25th, taxing from 152nd to 108th. Armenian rating of
enterprise registration dropped from 10th to 11th, crediting from 38th
to 40th, international trade from 106th to 107th. Registry of property
keeps the rating on the 4th position, fulfillment of contracts at 91st,
resolution of inability for payments at 63rd.
Azerbaijan is on the 9th position for registry of intellectual
property, its taxing improved from the 79th position to 76th, and
resolution of inability for payments from 99th to 95th.
Azerbaijan has the 18th position in the list of enterprise registry,
76th for taxing, 169th for international trade, 9th for property
registration, 177th for construction permits, 53rd for crediting,
95th for resolution of inability for payments, 25th for protection of
investors and fulfillment of contracts, 175th for fulfilling demands
for electricity.
The highest positions in the rating belong to Singapore, Hong Kong,
New Zealand, USA, Denmark, Norway, UK, Korea, Georgia and Australia.
The simplest conditions for Doing Business were registered in Poland,
Sri Lanka, Ukraine, Uzbekistan, Burundi, Costa Rica, Mongolia, Greece,
Serbia and Kazakhstan.
Eastern Europe and Central Asia are ahead of Eastern Asia and the
Pacific Region.
The Doing Business rating includes 185 states.
