The collapse of the building being built near the Cafe Jose on
Khanjyan Street, Yerevan, which resulted in badly injured people,
happened in a very interesting period. The point is that building, and
urban planning in general is or is supposed to be under close scrutiny.
During the meeting with Serzh Sargsyan several weeks ago, building was
one of the targets in terms of the vicious practice of kickbacks. If
a sector has caused concerns to the president, serious management
changes are supposed to take place there.
It seems that now control in public administration bodies and private
companies, especially construction companies should be boosted but the
opposite is happening, and the sector is described by permissiveness
which is the result of total corruption.
This allows for two conclusions. Either the minister of urban
planning, the mayor of Yerevan and the relevant bodies ignore this
sector and Serzh Sargsyan's strict tone or this tone was just an
effort to exercise power on informal deals in this sphere on the eve
of elections.
It is difficult to tell what the case is but in any case the citizens
suffer.
