ISN'T THERE ANY CORRUPTION IN KARABAKH?

During the recently held conference of the NKR Police the results of
the first 9 months of this year were summed up and set in the website
of the Police.
According to this information the number of latent crimes such as the
abuse of power has increased by 2 cases as compared with the previous
year, whereas the cases of bribery have increased by 11.
"By the department of struggle against economic and service crimes
jointly with the other subdivisions of the Police 42 crimes have
been detected among them 37 economic and service crimes. 31 or 73.8%
of the detected 42 crimes were corruption cases," is reported in the
website of the Police.
If the above mentioned information is correct /so far we have had
no reason for suspicion/, how can we explain Bako Sahakyan's and Ara
Haroutyunyan's announcements according to which there is no corruption
in Artsakh.
