FOUR MAYORS OF YEREVAN MAYORS MUST BE PROSECUTED - ACTION GROUPS

Three action groups - We are Masters of this City, Our City and Trchkan
- demand that prosecution of four mayors of Yerevan in connection
with collapse of an unfinished building in Khanjyan Str in Yerevan.
The ex-mayors of Yerevan - Yervand Zakharyan, Gagik Beglaryan and Karen
Karapetyan - as well as Mayor Taron Margaryan must be prosecuted as
they are immediately responsible for the continuous deformation of
Yerevan's cultural and architectural look.
The construction project at 20 Khanjyan Str was implemented without
any permission by the Yerevan Municipality. Artur Gevorgyan, Head of
the PR Department, Yerevan Municipality, informed Panorama.am that,
under the Yerevan Mayor's order, the construction company was once
fined AMD 2m (about $5,000). However, the construction was resumed,
and the relevant government bodies were not concerned over the fact.
Besides the Yerevan Municipality, the State Inspection of the
Ministry of Urban Development showed neglect of duties and must be
held responsible under law.
The action groups had repeatedly raised the problem of the illegal
construction project and demanded that the city authorities put an
end to it. On October 12, 2012, the action groups lodged a written
application with Yerevan Mayor Taron Margaryan, but have not so far
received an answer.
Since the illegal construction project was launched with the ex-mayor
Gagik Beglaryan's permission and continued with dereliction of duty
by the ex-mayor Karen Karapetyan and incumbent Mayor Taron Margaryan,
the action groups demand that Armenia's law-enforcement agencies
involve the aforementioned persons in the criminal case for them to
give explanations and bear responsibility for the grievous dereliction
of duty.
This, as well as a number of other facts, shows that the Yerevan
Municipality is not serious about Armenia's laws and the master plan of
Yerevan or is unable to ensure observation of law except for imposing
nominal fines.
"The Yerevan mayor has all the necessary powers. So what is the cause
of the current situation?" the action group's statement says.
All the violations and the officials committing them pose a threat
to Armenian citizens' life and health - in the last case 11 workers
that received injured as a result of collapse.
"If the RA Police and Prosecutor General's Office fail to take
necessary measures, we will consider them interested in covering up
the crimes," says the statement.
