    Putin-Erdogan Relations

    Recently, especially since the period 1999-2003, new views and
    approaches to Turkey's role and importance have occurred, and despite
    the dynamics and development of domestic affairs in this county these
    views and perceptions have not changed since 2006. These conclusions
    based on long and detailed observations are already explicable because
    only a few countries influence the opinions and evaluations on Turkey,
    as well as hardly about a dozen think tanks and capitals of great
    powers.

    Despite such complicated policy as the Turkish policy the world flows
    of analytical information have succeeded in precise definition of the
    real state of affairs and perspectives of elaboration of the Turkish
    policy in the main geopolitical aspects. Nevertheless, it should be
    noted that some mistakes have been made, namely economic ones, and
    evaluations have been too optimistic while Turkey is facing an
    economic crisis, something like a `bank credit surplus'.

    Some shortcomings and mistakes were made in home policies when
    Kemalism was buried earlier than needed or more exactly the third
    public and political `track' was not differentiated. It should be
    noted that despite the large scope of studies and analysis on the
    Turkish issue either specialists who depend on the needs of the
    government of these countries or study programs funded by the Turkish
    government or Turkish funds deal with them.

    Ostensibly, civil research centers did not play a major role in the
    analysis of the Turkish policy. Most probably, this task was handled
    by groups which were closely related to government bodies or special
    analyst groups.

    Proceeding from what has been said, one can offer a standard
    definition of Turkish-Russian relations which is spread not only in
    the capitals of the West and the Middle East but also in Moscow.
    Turkey and Russia want economic cooperation considering deteriorating
    cooperation between Turkey and the Euro-Atlantic community but beware
    closer relations and their relations can be called strategic with some
    reservation only because deep controversies and problems persist
    regarding regional policy and none of the sides is ready for
    compromise regarding the regions.

    This is a wide definition allowing for different variations but one
    circumstance is missed. Putin and Erdogan who are quite similar in
    their style and political destiny share a lot of ideas and are
    interested in cooperation.

    However, it has become known that a telephone conversation which is
    far from diplomatic style took place, and most probably it really took
    place. This is easy to explain because Russia cannot be indifferent to
    a lot of conflicts and crises involving Turkey. Syria is a test of
    relations in the region and in the world, it is a test for the
    Russian-Turkish relations.

    Turkey and Russia have been reduced to such a level of confrontation
    which does not leave doubts that Turkey's position cannot be
    considered as independent as it used to be before the Syrian crisis.
    By the way, the Iranian issue is increasingly included in the
    Turkish-Russian relations with a number of scenarios relating to the
    interests of Arabs, Iranians and Kurds.

    Strangely, the similarity of interests of Russia and the West (the
    United States and France) is scrutinized in terms of the Syrian or
    rather the Syrian-Turkish problem since Russia, like NATO, is
    categorically against radical attempts of Turkey in regard to Syria.

    Even though it now looks exotic, in the nearest future Russia will be
    incorporated in the U.S. strategy of restricting Turkish regional
    expansion. It is true that this problem does not have a global meaning
    for the United States but it has key importance for the regional
    policy of Turkey's restriction.

    Modern international politics differs by the ease of existence or
    readiness for instant corrections into relations and contacts but this
    does not mean that states may change their interests and regional
    positions quickly enough. Russia and Turkey have a lot of mutual
    interests so they will prefer to continue to make experiments and try
    to set up new relations. At the same time, the important border has
    been crossed, the real framework of possible relations, including of
    what is usually referred to as strategic relations has been outlined.
    Putin-Erdogan relations are something very small and meaningless, it
    is necessary to consider Russia-Turkey relations.
