Three Important Projects By NFSAT

Yesterday the director of the National Foundation of Scientific and
Advanced Technology Harutiun Karapetyan summed up the goals adopted by
the foundation during the past 15 years. The NFSAT has taken steps to
prevent decay of the scientific potential, create alternatives to
prevent the brain drain of the competitive intellectual potential of
Armenia, involve young researchers in scientific communities.
Over these years the foundation has tried to show how one can work
effectively on little money, Harutiun Karapetyan said, adding that
science is twice as important an area for Armenia in blockade. In 1997
when the process of cutting thematic funding of science began, NFSAT
was founded which stepped on an international arena.
He mentioned three completed projects which are of great importance
for the state: the cryogenic center founded in 2003; construction and
commission of the scientific network in 2004, the optic cable grid in
Armenia; commercialization of scientific outputs of the NFSAT. 16
proposals have been selected which contain interesting ideas for the
market.
`We are pleased to inform you that one of these 16 already has
international clients,' Harutiun Karapetyan said.
He also dwelled on the scientific policy, noting that he was one of
the first opponents. `We are not moving on with the correct policy,
since the establishment of the State Scientific Committee the main
accent has been on basic funding which always generates corruption
risks,' Harutiun Karapetyan says. According to him, annually 25
million dollars is provided for science, and it is possible to
implement three, four times more programs on this money.
He says Armenian science is far ahead the Armenian economy. He thinks
commercialization of technological development should be made
continuous by setting up so-called small organizations. Harutiun
Karapetyan said the State Scientific Committee should replace basic
funding by thematic funding to manage corruption risks.
