    The real organizers of the October 27, 1999 `beheading' have not yet
    been punished, according to a ruling party lawmaker.

    Speaking Tert.am, Manvel Badeyan of Republican Party faction in
    parliament said he is sure that those who arranged the parliament
    shoot-out 13 years ago this day are now out of Armenia.

    According to him, the court verdict to imprison the assassins cannot
    be considered a proportional punishment.

    `The offenders are jailed, but I doubt whether this can be considered
    a proportional punishment. The damage caused was excessively high so
    even if they are sentenced for life that does not compensate the
    losses the people suffered after October 27,' he said.

    Badeyan thinks the October 27 atrocious act in parliament was
    committed in an attempt to bring the nation to knees.

    `The scenario writers - I don't think it was them - realized very well
    that if the talk was about annihilating one person, [Prime Minister]
    Vazgen Sargsyan, he could be done away with in any other place. But
    [attacking] the National Assembly, the brought the entire nation to
    their knees because the National Assembly is where the elected
    representatives of the people are,' he added.

    A group of gunmen led by a former journalist, Nairi Hunanyan, burst
    into the National Assembly on October 27, 1999, opening fire in the
    session hall. Parliament speaker Karen Demirchyan and Prime Minister
    Vazgen Sargsyan were killed in the terror attack together with two
    deputy speakers (Yuri Bakhshyan and ruben Miroyan), three parliament
    members (Michael Kotanyan, Henrik Abrahamyan and Armenak Armenakyan)
    and a deputy prime minister (Leonard Petrosyan).

    Commenting on the tragic act, Badeyan said it somewhat warned the
    Armenian nation to consider certain forces' influence. But he didn't
    name any specific force.

    `That's a multi-layer pie, as they say; there are many forces who
    could take advantage of [October] 27. Those organizers have not yet
    been punished, and, in my deepest conviction, they are out of
    Armenia,' he noted.

    As for claiming responsibility from the then president, Robert
    Kocharyan or the minister of national security, Serzh Sargsyan, the MP
    said such attempts would be but ridiculous.

    `The rumors accusing the then president, Kocharyan, or National
    Security Minister Serzh Sargsyan are really ridiculous as they are
    objectively the first people to be concerned over the country's
    stability. So casting such a guilt on them is immoral, to say the
    least,' he said.

    Badeyan noted that political assassinations like this are never
    thoroughly resolved.

    `[John] Kennedy's assassination is the first to mention,' he said.
    `There is a huge chain of such high-profile murders which are never
    resolved, as it is a matter of high politics that never matches with
    this or that person's individual interests in international relations.
    Political assassinations are never committed under such a pretext,' he
    said, adding regardless of a future decision to punish the real
    culprits, a God's verdict is inevitable.
