ARF-D Supreme Body's statement: `We have to solve our problems ourselves,
we have to cut the arm raised on us ourselves'

We think it is necessary to record the following connected with the fact of
extradition of Gurgen Margaryan's murderer by the authorities of EU and
NATO member Hungary to Azerbaijan and his immediate pardon. This fact is
unprecedented in international law:
a. We have been ascertained long ago from the experience of history that
states are guided exceptionally by their political-economic interest. If
something is in their interests, they ignore the concepts of international
law, humanism, morality. We have to solve our problems ourselves, we have
to cut the arm raised on us ourselves. Blaming others, asking justice from
others, demanding enforcement of announced international law is perhaps
necessary but viewless. After restoring independence, unfortunately, we
haven't been able to base this regularity and mentality on state bases.
b. The fact that the miserable officer, who hacked a person while he was
asleep with an axe, is a hero of Azerbaijan, is Azerbaijan's problem and
misfortune.
c. It is also a fact that over the past years Azerbaijan, by Turkey's
immediate support and participation, increases its influence in the
international arena, takes independent steps proceeding from its interest.
d. The action's of the president of the Republic of Armenia on August 31,
were perhaps as late as they were resolute and principle. It is obvious our
diplomatic corpus, being aware of the possible developments, has been
unable to prevent them.
Proceeding from these affirmations ARF-D Armenia Supreme Body announces:
1. It is necessary to take precise steps planned at the state level to ease
the consequences of this defeat and to bring back what we lost in the
international arena.
2. We demand to review the expediency of continuing talks with Azerbaijan
on the Karabakh issue with the OSCE Minsk Group format and to take a
practical step of concluding a military-political alliance between the
Republic of Armenia and Nagorno-Karabakh.
3. We demand to address the policy of keeping the Armenian-Turkish
protocols on the agenda as demanded by the international community and to
withdraw Armenia's signature.
4. We think the way out of the situation emerged is the creation of
prerequisites for formulating a healthy national and moral and
psychological atmosphere in Armenia and among Armenians in cooperation with
wide circles of the public, political forces and the Diaspora, which will
enable increasing the weight and influence of our statehood in the region
and the world.
