    "I think we have quite serious reasons to suppose that the
    international community is obliged to recognize the independence of
    Nagorno Karabakh," NKR second president Arkadi Ghoukasyan expressed
    this opinion in his interview to journalists at the Stepanakert
    memorial complex on September 2.

    Touching upon Ramil Safarov's extradition to Azerbaijan he expressed
    the opinion that the international community should certainly respond
    to this and "Armenia and Azerbaijan must be able to take advantage of
    the situation, attract international community's attention and gain
    the maximum effect."

    To the question whether the Armenian party's stand may be changed on
    the basis of the present events he replied that there was no point in
    shifting the position of Armenia. "The whole world knows we seek for
    independence and we will aspire to it until achieving the goal. That
    would be another matter if Armenia and Artsakh will change their
    attitude towards Azerbaijan not on part of negotiations but, on the
    contrary, at the present moment I think negotiating with Azerbaijan is
    pointless in general.
