A Gyumri citizen, whose father has forcibly status, has applied to
Ombudsman Karen Andreasyan in order to recover his father's rights.
By the decision made in 1997, Gyumri municipality has provided
land for construction of individual house to his father, having
forcibly status. Later it was revealed, that the land had already
been allocated to another citizen, and the decision of 1997 has been
recognized invalid by Gyumri municipality.
Then, by the decision made in 1999, Gyumri municipality has allocated
a land near Marmarashen highway to the applicant's father. But the
father again has not been able to register his rights over the land
because the land had already been allocated to another person.
The applicant has repeatedly appealed to the district administration,
but the land issue has not been resolved.
The desperate Gyumri resident, by appealing to the Ombudsman, asked
the support of the Ombudsman in the issue of protection of his
father's rights.
Concerning the issue raised in the appeal, the Ombudsman has sent a
letter to Gyumri municipality, offering to solve the problem.
Gyumri municipality has reported that the citizen has already been
proposed a new land, which is on about 600-700 meters West from the
land marked in the decision of 1999.
