Chairman of the Control Chamber Ishkhan Zakaryan presented today the
2011 Report of the Control Chamber (consisting of 34 current reports)
in the National Assembly today. According to data presented, the
violations total more than 1 billion 609 million AMD, including cases
of 18 million AMD sent to the Prosecutor's Office and 475 million
AMD transferred back to the state budget.
The Control Chamber revealed a number of shortcomings and risks
related to public property use such as leasing state property at
lower-than-market prices. Also, many state facilities are either used
inefficiently (they operate at a loss) or are not used at all.
The Control Chamber also found shortcomings in the construction sector,
in particular, the expert conclusions submitted for show, as well as
inflated interest rates.
As regards the procurements, Mr. Ishkhan Zakaryan described the
approaches there as inefficient, noncompetitive and biased. 'The
prices presented deviate from the market ones, undermining the state
budget and causing anti-competition problems. The tenders they hold
are often formal".
Responding to the speech of Ishkhan Zakaryan, NA Speaker Hovik
Abrahamyan said that he would like to know how long these violations
will be committed. "It is impossible to go to state departments and see
who does what, we need to find overall solutions to these problems".
Mr. Zakaryan replied that prompt and efficient control presupposes
developing special mechanisms for regulation rather than going to an
institution and sitting there.
"I can assure you that numerous arbitrary actions have been
eliminated. They were so audacious as to allow a 53-year-old to
receive an honorary payment of a veteran of World War II", he said.
Ishkan Zakaryan also announced that the 2013 program will be submitted
to the National Assembly by November 1.
