Baku accuses OSCE Minsk Group co-chairs of inefficiency

The co-chairs of the OSCE Minsk Group mediating the settlement of the
Nagorno-Karabakh conflict, who have criticized Azerbaijan for
obstructing the settlement process, want to vindicate their own
unsuccessful efforts this way, Azeri Deputy Foreign Minister Araz
Azimov said.
"It is possible that the co-chairs are abusing the situation as well,
because both the co-chairs and Armenia have taken a very negative
attitude toward the Ramil Safarov issue. Their opinion is that
everything will be complicated now," Azimov told journalists on Friday
in commenting on the situation surrounding the conflict-settlement
efforts after Azeri officer Ramil Safarov, who was sentenced to life
in Hungary for killing an Armenian officer, was recently extradited
from Budapest to Baku and immediately pardoned by the Azeri president.
"There was no development [in the settlement process] before the
Safarov issue appeared on the agenda, and the Armenians took to
negative attitudes. As for the co-chairs, they were delaying time and
pointlessly traveling back and forth. But, to tell you the truth, they
didn't do any serious work," Azimov said.
Azeri Foreign Minister Elmar Mammadyarov will meet with the OSCE Minsk
Group co-chairs during the 67th session of the UN General Assembly in
New York, Azimov said. The Azeri and Armenian foreign ministers could
also meet during the General Assembly session, "but this has not yet
been confirmed."
Ramil Safarov, a senior lieutenant of the Azeri armed forces, murdered
Armenian army lieutenant Gurgen Margarian in 2004 in Budapest, where
both were attending an English language course as part of NATO's
Partnership for Peace program.
In 2006, a Budapest court gave Safarov a life sentence without the
right to seek pardon during the first 30 years of the term.
However, Hungary extradited Safarov to Azerbaijan on August 31, 2012,
assuming that he would serve the rest of his term in his own country,
but Azeri President Ilham Aliyev pardoned him the same day.
