    IF REPUBLICANS GET LESS THAN 41%

    On the eve of the election to Council of Elders of Yerevan the PAP
    grew active because there is certain confidence that the RPA will not
    receive 41%. The party which receives 41% nominates mayor. If none
    of the parties receives 41%, the Council of Elders will elect mayor.

    The PAP, ARF and Heritage, proceeding from this option, are speaking
    about a possible post-electoral alliance. If these three parties
    together win majority, they can nominate mayor.

    After the election the issue of the joint candidate will come up,
    and the PAP will certainly nominate Vartan Oskanian or Gurgen Arsenyan.

    It is enough for Gagik Tsarukyan to ask a few member of his party to
    go to Freedom Square on April 5 or 9 and support Raffi Hovannisian
    for the Heritage to support the candidate of PAP. In addition to this,
    the position of mayor is not a priority for Raffi, and in one of his
    recent rallies he urged the PAP to join his movement.

    The ARF does not hide its willingness to support the PAP so probability
    is high that a PAP member will appear in the position of mayor. Hence
    the information pressure on the PAP, including the case of Oskanian
    (which went quiet after the press conference of ambassadors) and the
    RPA-PAP war in social networks.

    It is not known how it will end up but if the PAP gets the post of
    mayor of Yerevan, it will control two important cities of Armenia.

    Last year Samvel Balasanyan of PAP became mayor of Gyumri.
