    AS THE OX FALLS, SLAUGHTERERS COME

    Inauguration Tuesday was followed by a situation which could described
    by an Armenian saying "as the ox falls, slaughterers come".

    April 9 and Raffi Hovannisian's behavior rightly caused disappointment
    and criticism. After all, the society demands several things from its
    leaders - predictability, understandable language, clarity of actions.

    These are musts for the success of a political movement, and whenever
    one of them is absent, the movement has serious problems with mobility.

    While the public is disappointed, the political forces for which
    Raffi Hovannisian's post-electoral factor was a serious obstacle to
    their status in the field of opposition are happy.

    The pre-electoral picture of the political field differs from the
    post-electoral picture. The refusal of the ANC and the PAP to run
    in the election which was at least as irresponsible, controversial
    and funny as Raffi Hovannisian's behavior on April 9 has sent those
    forces into an awkward situation which looked even more awkward when
    Raffi received 37% or 540,000 votes.

    Then the forces which described elections in Armenia as a farce
    suddenly decided to run in the mayoral election and win or announce
    that they will win. Judging by the presidential election, these forces
    are running in the mayoral election to defeat Raffi Hovannisian,
    not Serzh Sargsyan. Meanwhile they run to the inauguration ceremony
    of Serzh Sargsyan directly or indirectly, such as Gurgen Arsenyan
    running the second on the list of PAP or other alternative PAP members.

    The developments of April 9 have boosted their expectations of victory
    over Raffi Hovannisian, which is reflected in the indirect but rather
    transparent response of these parties.
