    AGHVAN VARDANIAN: CITY AUTHORITIES PERFORM 10% OF THEIR OBLIGATIONS

    "One third of the pre-election period is behind. Our main task included
    preparatory and organizational issues: headquarters have been set
    up in all administrative districts of Yerevan. On Sunday we visited
    all the eleven headquarters and summed up the results of work done,"
    ARF-Dashnaktsutyun faction deputy Aghvan Vardanian said at the meeting
    with reporters today. He spoke about the election campaign of ARFD.

    He said that in each administrative district of the city, ARFD plans
    to hold 8-12 meetings in yards and one big meeting. As for election
    campaigning, in all likelihood, it will conclude with a large-scale
    city event.

    Discussing the character of the upcoming elections to Council of
    Elders, Aghvan Vardanian noted: "These elections are political ones
    and are also related to the government system. A situation and
    an atmosphere have formed in the country. Presidential elections
    have recently been held, and it is clear that a large part of the
    population is against the current government system and the political
    monopoly. Our citizens must realize that we elect not Taron Margarian,
    but make a choice between political forces".

    Discussing Yerevan problems, Vardanian pointed out the problem of
    earthquake resistance. "Buildings constructed 70 years ago make up
    79% of housing fund, and it is not clear what may happen in case
    of an earthquake. Just look at the state of attics in Yerevan,"
    Vardanian stressed.

    The representative of ARFD said that city authorities perform 10%
    of their obligations, but present themselves as benefactors. "These
    are your obligations that you have so far performed badly," Aghvan
    Vardanian said.
