    MEETING OF OLIGARCHS AND OFFICIALS EXPECTED IN DUBAI

    Serzh Sargsyan will nominate a prime minister by April 19, the cabinet
    will be formed within the following 20 days.

    In the meantime, on April 17 several Armenian NGOs - Transparency
    International, Asparez Club of Journalists of Gyumri, Helsinki
    Citizens' Assembly Vanadzor office and Helsinki Committee - published
    facts of violations of law and corruption by the acting members of
    government. This is a crime report made in public.

    After these allegations those members of government - the minister of
    environmental protection Aram Harutiunyan, the minister of territorial
    administration and ex-head of staff president administration Armen
    Georgyan, the head of the Real Estate Cadastre and ex-mayor Yervand
    Zakharyan, the head of SRC Gagik Khachatryan, governor of Syunik Surik
    Khachatryan - must be prosecuted. Otherwise, they will automatically
    admit their guilt.

    The Armenian law-enforcement bodies often say they cannot react to
    general statements and request specific facts. A number of such facts
    have been published, so now the Office of the Prosecutor General must
    either dismiss those facts or prosecute these people.

    In Armenia the best way to refrain from expressing a position is to
    go to Dubai suddenly. After the publication of this list their visit
    together with the high-ranking officials of law enforcement agencies
    must be expected. Arthur Baghdasaryan must go there as well who has
    been designated by Serzh Sargsyan as head of the National Committee
    of Human Rights Protection. This committee must attend to the issues
    raised by the society.
