    Second Russian Base In Armenia


    In answer to a question of ITAR-TASS in Moscow, minister of foreign
    affairs of Armenia Edward Nalbandyan stated that the issue on the
    increase of the number of Russian bases in Armenia has not been
    discussed. But the question of the news agency is symptomatic: are
    there any plans to increase the number of Russian military bases in
    Armenia?

    Apparently, the question was discussed in Russia, which means to open
    a second base in Armenia. Literally on these days, it was stated that
    Russia is creating an air base in Belarus with an elevated number of
    aircrafts. Apparently, a similar issue is discussed also for Armenia.

    For now, the official Yerevan is rejecting the insistent proposals of
    Russia. Prime Minister rejects economic proposals, while Nalbandyan is
    in charge with rejecting military-political proposals.

    Where is Russia going to set up its second base in Armenia? Earlier,
    the Kremlin was rumored to plan opening of the second base in
    Karabakh, which by the way was said to be an air base, and to use the
    new airport for this aim. It is not ruled out that this will happen:
    Nalbandyan spoke on behalf of Armenia and not Karabakh, while Russia
    is possible to agree directly with Bako Sahakyan.

    By the way, Bako Sahakyan is in France, while European
    parliamentarians are in Karabakh. French Member of Parliament Valerie
    Boyer said in Stepanakert that France should recognize Karabakh.

    Several American states have already recognized Karabakh. As speaker
    of Karabakhi parliament Ashot Ghulyan says, this process will
    continue. Anyway, the initiator of the recent recognition of Karabakh
    by Fresno municipality said that he will ensure California recognizes
    Karabakh.

    Russia is facing the `threat' of losing completely its influence on
    the Karabakh settlement. If the West starts the recognition process,
    Russia may be left out. Though, it is not ruled out that Europe is
    afraid of being left out, because it already knows the
    military-political intentions of Russia.

    Apparently, this is the reason of Edward Nalbandyan's rapid invitation
    to Moscow and Lavrov's statement that there is no progress in the
    Karabakh issue settlement. Most likely, Russia proposed, since `there
    is no progress', to deploy a military-air base in Karabakh. After
    this, France is possible to recognize Karabakh.

    The question was not asked just for curiosity, but because such step
    is planned.
