WHOM WILL LIBERATED TERRITORIES BE HANDED TO?

on the persecution of the principal of Berdzor Art School, NKR Gor
Manukyan by the administration of the Kashatagh region. The school
was searched in the absence of the director. Alexander Kananyan of
Karvachar posted on his Facebook wall that the "author" of persecution
is the head of the regional administration Suren Khachatryan."It
should be noted that this person is the chief accomplice of Hamlet
Khachatryan, the notorious "adept" of present-day expatriation of
Armenians from Kashatagh whose anti-national activity resulted in
migration of hundreds of families from Kashatagh and abandonment of
several areas," Alexander Kananyan writes. He notes that Khachatryan
hates Gor Manukyan because the latter did not allow him to use the
Mercedes Sprinter donated to the Art School from Yerevan for his
personal purposes.The government of Artsakh has launched a nationwide
lottery, the draw will be on December 28, on the day of the first
election of the president of the NKR Supreme Council. The money from
the national lottery will be spent on resettlement of the liberated
territories.The initiative is good but the content of the process
of resettlement is far more important than the physical process. Who
will settle down in these territories, what kind of people, with what
psychology and worldview?
Not classification of settlers but the philosophy of resettlement
is concerned.The liberated territories must get their "second
breath" through appearance of free people there. In other words,
these territories must not be relief for socially insecure and
unsuccessful people but the symbol of expression of the will of
free citizens.The first settler of the liberated territories must
be freedom to be substantiated with the life, opportunities for
activities and creativity of every person who will come to live
there. This should be guarded by law and human rights.If the will
of a single official dominates instead, the money of the lottery can
already be considered wasted. This is not the issue of Gor Manukyan,
just an issue of protection of an individual, freedoms and rights
of man. This is the issue of handling a strategic issue for the two
Armenian states.The power of any all-Armenian strategic initiative
is not slogans or declared goals but the environment where these
goals and slogans are identified. If the people of the liberated
territories appear in centralized environments left under the disposal
of different officials, resettlement will become a nation-wide disgrace
and disaster. There is no difference whether the territories will get
into the hands of Azerbaijan or some officials. The only difference is
to hand the territories to law, human rights, equality and justice.
