Interview with the founder of Institute of Democracy and Human Rights
NGO, political scientist, lawyer Armineh Arakelyan
Armineh, how would you assess the election campaign? Do you agree
that it has become difficult to predict the election outcome now?
Out state of the last 21 years is not based on creative mind and
ideas of the Armenian people. Democracy, elections and human rights
should have been the creative process of the nation proceeding from
the individual and collective spiritual and cultural peculiarities and
ideals. All these notions have been introduced and applied artificially
as government models.
During the UN International Conference in Vienna in 1993 we the human
rights activists and the countries of South succeeded in affirming
that human rights, democracy and elections are INTERNAL creative
processes of peoples while these policies are used as a technology
to dictate from outside allying with national elites. This fight
still continues. It is a fight between mutually exclusive systems of
values for the sake of creation and application of government models
of coexistence of free people.
Positive systemic change can be established at three levels:
1) System of values: freedom, justice and dignity/solidarity from
which the human rights and the people's right to self-determination
stems. Our Constitution dwells on this but it is not perceived
by people.
2) Model of coexistence: though our state is defined as a social state
in the Constitution, we do not create solidarity models. Traditions
are to be reinterpreted. It is necessary to create new models of
coexistence in this liberal materialistic world which should be
different from the criminal-oligarchic system. We have not yet figured
out this model so far.
3) Government system: why parliamentary and why presidential? We
could create a new one.
The key urgent issue and challenge of the political thought of
Armenia is to create a new model of civil, legal, constitutional
coexistence, a new state which would ensure and develop our individual
and collective happiness. It is impossible to do this only through
change of government. Systemic change is required. Unfortunately,
the criminal-oligarchic system of values keeps reproducing not only
within the government but also within the society. The current system
is exhausted, the ruling class is seeking solutions but it is led by
the world oligarchic system within the limits of its programs which
aren't in line with our national interests.
Will the new system you mentioned give birth to a new elite?
Forced and unconscious revolutions are usually characterized by a
dissatisfied and compliant culture. The result is decapitation of the
main sober forces and establishment of control by conservative forces.
The best change of system is carried out through conscious cultural
revolutions. The issue is formulated as positive complaint, and the
alternative solution is worked out which is rendered mass perception
and activity.
Will any of the candidates be able to fulfill this?
There is a huge gap in terms of ideas. We have only the ruling party
which spends 7 million USD to shoot a film to spread its ideas, and we
know the others for already 20 years. The only new figure is Andrias
Ghukasyan who chose the extreme measure demanding establishment of
constitutional order.
It is important that the figures bear the values they write down in
their programs. People need to be sure the programs will change their
future. People should be able to dream in politics as in any other
sphere. People keep thinking that nothing will change, they are just
a tool. We can't expect anything from out people, if the political
elite don't bear values.
