RA PRESIDENTIAL CANDIDATE ARMAN MELIKYAN'S STATEMENT

On renouncing the presidential elections of 18th February 2013
as unlawful and illegitimate In consideration of, RA citizens, RA
authorities and presidential elections observation missions From
the first day of the campaign, on 21st of January, 2013, I declared
that the legitimacy of the next presidential elections is endangered,
because like the previous state elections, this election also will be
falsified through voting on behalf of citizens who have left Armenia
for the government candidate. Proceeding from open communication, as
well as official information, we can insist that since the independence
of Armenia at least one and a half million people have emigrated from
our country. As to the studies by the intergovernmental organization
"International Institute for Democracy and Electoral Assistance" almost
84% of those people, which is 1,320,000 citizens, have the right to
participate and vote to the elections. But actually being outside
the RA, they are basically deprived of the possibility to exercise
their electoral rights. This also means that on the polling day, the
18th of February, almost fifty percent of voters who are registered
in the electoral lists will be present in Armenia and also regarding
the exceptional lack of trust of the citizens about the process of
elections and the deep disappointment towards the practice dictated by
the authorities, in reality, even less than one million voters will
participate in these elections. In order to insure the reliability,
lawfulness and legality of the electoral processes, I have applied
twice to the RA CEC by suggesting, that within the context of its
authorization and responsibilities assigned by law, to stop the
falsification of the elections through publicizing numerical data
of citizens who have departed from the RA and have the right to
vote. The publication of those official data would give the most
credible number of voters who will participate in the elections
and the violation of this limit would prove electoral fraud. The
authorities have refused to satisfy my demand which would ensure the
legitimacy and credibility of the elections. Moreover, in regard to
the report of our own sources, the authorities, certain businessmen
and suspicious persons who insure the interests of the authorities
are practicing different methods of mass oppression over the citizens,
suggest bribes, collect information about state employees and members
of their families, urge them to vote in favor of Serzh Sargsyan. The
latter has publicly declared that he will get the percentage of votes
that he would wish, which in advance, makes absurd the participation,
preparation and further conduct of electoral processes of all other
candidates. Once again, in Armenia, we are on the threshold of a
serial electoral falsification. Evaluating the existing situation
and precisely recognizing self-responsibility, I have to declare in
advance that the illegal conduct of the elections is predetermined by
the authorities, and due to their adopted approaches and practice the
results of the elections cannot be lawful and legitimate. I myself will
not participate in the elections and will not accept the results even
if independent from myself or the authorities I would be recognized as
the winner of the "elections". In this situation, I urge the citizens
in participation to the elections by making the appropriate marking
for my name, confirming their self-conduction about falsification of
those elections. In this case it is not important, even after the
elections, that the official report may represent fraud data, the
important thing is that each and every citizen who will have voted
for me will definitely know that he has voted against falsification
and illegality because through his vote he will join my rejection of
the election results. I suggest that all the other candidates also
join this decision. With this they will also orient their own voters
against the fake "reality" which is imposed on us. Thus they will open
up an opportunity to people, consciously participate in the process
of returning their stolen rights. I specifically emphasize that there
are political forces which call their supporters to participate to the
elections and spoil the ballots and void them. This is a contributory
call to falsify the elections because in this situation the actual
participation of the voter in the election is important to the
authorities, and the void ballots will be easily overcome because in
its nature it is an unaddressed process which does not include any real
political demand or attitude. The authorities still have time till the
voting day to take adequate steps to rectify the situation and their
every positive step will deserve an adequate response from our side.
