ARMENIA MUST BE FIRST TO RECOGNIZE NAGORNO-KARABAKH

One of the presidential candidates and Chairman of the Heritage party
Raffi Hovannisian believes that Armenia must be the first to recognize
independent Nagorno-Karabakh without any preconditions.
The opportunity was missed. Twenty years have passed and the fears
that recognition would thwart the negotiation process and increase the
probability of war are in the past, Mr Hovannisian told journalists
on Monday.
According to him, it is time for Armenia to have constitutional /de
jure/ authorities that would assume the responsibility for citizens'
rights, national interests and Armenia's sovereignty, but, first of
all, would recognize Nagorno-Karabakh's sovereignty and integrity.
"After that we will ask Russia, which recognized Abkhazia and even
Ossetia, and the West - the USA and Europe - which went as far as
Kosovo, 'what is your international law if you do not recognize our
interests, security and sovereignty of Artsakh [Nagorno-Karabakh],"
Mr Hovannisian said. He noted that his election program envisages
recognition of Nagorno-Karabakh, which, however, will not lead to
a war.
A war is possible if Azerbaijan ever feels stronger than Armenia.
This is Armenia's right and Armenia must not allow anyone to threaten
its borders or soldiers, Mr Hovannisian said.
He believes that servicemen on the frontline must be experienced,
specially trained and service on contractual basis. Moreover, they
must be well aware of their choice.
