1.5 Billion And Armenia Pre-signs
On July 4 the chief Armenian negotiator of the EU-Armenia Association
Agreement Zohrab Mnatsakanyan assured in Brussels that the agreement
will be signed during the summit in Vilnius. He underlined the
importance of institutional capacity and availability of means.
To put it in more simple terms, Armenia is asking for money and the EU
is not giving it. The donor conference has been postponed twice.
Assistance of 1.5 billion euro is concerned. Experts say Europe is
delaying the conference because the EU has doubts about commitment of
Armenia to signing of the Association Agreement.
The U.S. ambassador John Heffern also determined American investments
by the signing of the Association Agreement. Instead, Armenia is
speaking about postponing pre-signing of the agreement more and more
frequently.
The EU enlargement commissar Stefan Fule declared the principle `more
for more' which means more assistance to countries which carry out
more reforms. In other words, for the time being Armenia will not get
any money.
