SERZH SARGSYAN CALLS FOR RESCUE
The EU Commissioner for Neighborhood Policy and Enlargement Stefan
Fule is arriving in Armenia for a working visit. His spokesman told
RFE/RL that the Commissioner highlights his visit ahead of the Eastern
Partnership summit in Vilnius in November where it is expected to
pre-sign the EU-Armenia Association Agreement, as well as the DCFTA.
In the meantime, Brussels has doubts which are expressed in the form
of Fule's visit. Evidence to doubts was Serzh Sargsyan's visit during
which he spoke about the "both" policy of Yerevan relating to the
EU and Eurasian Union in answer to which he heard the reminder of
Poland's president that Armenia must choose either one or the other.
President Komorowski told Serzh Sargsyan that Armenia cannot associate
with the EU and at the same time be a member of the Customs Union.
The EU had told this to Yerevan earlier but this is the first reminder
at the level of presidents, which means that the level of concerns
of Brussels regarding Yerevan is also rising.
The visit of Stefan Fule overlaps with a period of inflation in
Armenia which will aggravate the social and economic situation.
Russia's decision to boost the price of gas supplied to Armenia has a
significant role in this. At the same time, Russia has hinted through
Armenian ministers that the price of gas will go down as soon as the
country joins the Customs Union.
The EU cannot ignore this. At the same time, the EU has pointed to
the way of becoming resistant to such situations - it is the path of
political and economic reforms which will decentralize the economy and
will turn the property of several persons to a creative environment
for talents where the society will sustain both itself and its state.
Having agreed on this path, the government of Armenia nevertheless
refrains from walking down it. Serzh Sargsyan is trying everything he
can not to deviate from the track down which the Armenian government
has walked for about two decades. The slightest deviation, and Serzh
Sargsyan immediately takes steps which return everything back.
Sargsyan would certainly deviate with great pleasure if he did not
discern danger to his stay in the president's office.
Brussels does take this into consideration because it cannot see a
more honest partner in the political field of Armenia, one who will
be principled and responsible for one's words and actions. Brussels
continues to recognize Serzh Sargsyan's irresponsible words. However,
one can hear Brussels' hints at its increasing doubts.
In this sense, the purpose of Stefan Fule's visit is "audit". Brussels
will thereby try to figure out which conclusions Serzh Sargsyan has
drawn from his visit to Poland. Notably, Fule arrives in Yerevan
after an active act of intrigues in the government which began with
the meeting with Serzh Sargsyan at his office and ended with the
meeting of the RPA executive committee.
It is not ruled out that Serzh Sargsyan has called Fule for rescue
to make sure that Fule witnesses what resistance he has to overcome.
Serzh Sargsyan may thus try to prepare the ground for postponing the
pre-signing in November in case he fails to resist Russia's pressure.
After all, for five years now Serzh Sargsyan refers to internal
resistance to justify his inaction in internal reforms which he
promises the West in return for recognition of his legitimacy and
political support.
Serzh Sargsyan was thereby able to extort almost full support for
the electoral phase of 2012-2013. At the same time, it is clear
that the West's support was not based on trust in Serzh Sargsyan's
explanations. With its support the West deprived Serzh Sargsyan of
the opportunity of further explanations or excuses, accepting his
so-called absolute victories. And now Serzh Sargsyan cannot go on
using the argument of internal resistance as he used to over the past
five years, even if he wants that and if there is such resistance.
Meanwhile, Brussels believes Serzh Sargsyan's reluctance more than
internal resistance.
