    FULE EXPLAINS EU INTEGRATION

    We all need partners who share our vision with which we can reach
    agreement over the roadmap, reliable partners, said the EU Commissioner
    for Enlargement and ENP Stefan Fule.

    He defined the current stage of the EU-Armenia relations as crucial,
    he underscored DCFTA. According to him, the Association Agreement
    and DCFRA took a long time to negotiate.

    Fule underscored that within the framework of DCFTA they are ready to
    provide not only funds but also support other international investors
    to take interest in Armenia. He noted that unfortunately the borders
    of Armenia with two of its neighbors are closed.

    The commissioner said he would like to dismiss the myth that the
    Eastern Partnership builds free-size relations, individuality of
    every partner is lost. He stated that the EU uses a common toolkit
    but we work with partners seeking for specific solutions for everyone.

    He made some recommendations on Armenia. Stefan Fule hailed significant
    progress towards democracy but it is necessary to work towards the
    recommendations of the OSCE after the latest election. He also noted
    the necessity to work towards basic freedoms, equality, harmonizing
    legislation with the EU.

    Fule called for more anti-corruption efforts, public administration
    reforms and institutional building.

    Dwelling on the Karabakh conflict, Fule called Armenia to boost efforts
    to reach agreement with Azerbaijan over the principles of Madrid. We
    will continue to provide assistance to encourage conflict settlement,
    he said.

    Fule said they want to deepen relations with all the Armenians. The EU
    development model, according to him, is what you see is what you get.

    Dwelling on the Association Agreement and DCFTA during the press
    conference in Yerevan, Commissioner Fule joked that they will sue
    Armenia if Armenia misses the deadline. Then he added that the
    negotiations are very serious, they lasted for months and years. It
    is a binding document so it must be published, explained by the
    government, the negotiating team must explain to the society what
    good and positive implications it has for the public.

    The commissioner noted that the document must be ratified by the
    parliament of Armenia, as well as all the EU members. Stefan Fule said
    that they create every opportunity for important actors to implement
    this agreement.

    Stefan Fule said that in the next financial cycle of 2014-2020 they
    will envisage more financial assistance for the countries which will
    boost reforms within the framework of the Association Agreement,
    he stated.

    Fule reminded about some stipulations in the agreement, namely the
    EU will open up its market in several areas which are quite stable
    for some of their producers, he said. The level of openness depends
    on how the sides will carry out their commitments, he said.

    Asked if the EU finds that Russia puts pressure on Armenia by way of
    selling weapon to Azerbaijan and increasing the gas price, Fule said
    he could not state or comment whether they find there is pressure
    by Russia. You tell me if there is pressure or not, he said, noting
    that he is aware of the gas price and arms. There is no pressure in
    our relations with our partners, he said. We build our relations
    so as they lead to victory. If it is asked directly whether the
    Association Agreement will limit Armenia's capacity and potential to
    enter into relations with its neighbors directly or indirectly, the
    answer is definitely no, he said. It will boost Armenia's capacity,
    position and opportunities in its relations with neighbors, as well
    as regional cooperation, he noted. Stefan Fule said they tell their
    partners that the Association Agreement and Eastern Partnership do
    not imply an issue of civilizations.

    You should not choose with who to cooperate, it is absurd, he said,
    noting that they never tell their partners to stop communication
    or relations or cooperation with Russian partners, Fule stated,
    noting that Eastern Partnership or the Association Agreement will not
    affect negatively traditional ties and cooperation, whether with the
    Russian Federation or with immediate members. He referred to their
    good cooperation with Russia, efforts to strengthen trade and avoid
    barriers, Commissioner Fule stated.

    Stefan Fule noted that they will continue to encourage cooperation
    between Armenia and Russia which is so important to Armenia and is
    in line with its national and security interests. We will guarantee
    that you are able to enjoy perfect relations without questioning
    commitments that you can assume before the EU, he noted.
