Human Rights Defender (Ombudsman) of Armenia Karen Andreasyan addressed
a letter to his Russian counterpart Vladimir Lukin.
In his letter he requests protection of the Armenian citizen Hrachya
Harutyunyan, the truck driver involved in the tragic traffic accident
that killed 18 bus passengers in Novaya Moskva.
In his letter the Armenian Ombudsman offers his condolences to his
Russian counterpart on the 18 tragic deaths on July 13.
"The Armenian citizen Hrachya Harurtyunyan, who is charged with
a traffic violation that caused the death of two or more persons,
was brought to court in degrading looks, namely, in a housecoat,"
the Armenian Ombudsman's letter reads.
"Article 21 of the Russian Constitution guarantees each person's right
to dignity irrespective of the person's nationality, race, language,
place of residence and other factors.
"Since the accident occurred in Russia, my request is that you
consider the causes of degrading treatment, take measures to help the
Armenian citizen Hrachya Harutyunyan and inform me of the results,"
says the letter.
