KARABAKH PEACE ON WINNER'S CONDITIONS
Just a few years ago talks about the fact that maintaining the current
status quo in the Karabakh issue is the best solution for Armenia could
cause the puzzled smile of many people. Like, nobody in the world
will allow that the status quo is preserved, and the only question
is how much land will be necessary to be given to Azerbaijan - with
or without Lachin.
During time, there have been considerable transformations in the
region, and the maintaining the status quo became the main topic in the
Armenian political rhetoric. And, already, everybody says about the
fact that the status quo should be maintained. The post-war euphoria
passed, and was followed then by the period of defeatist diplomacy,
and now it is clear that when conflicts are resolved by war, the
outcome of this war is the solution of the conflict.
Recognition of the results of this war is the best way to avoid
revenge.
For many years, starting from 1997, the Armenians were afraid to admit
that they had won the war, and so they had to dictate terms. The right
to the dictation of terms was delegated to third countries, which
at some point, gave it to Azerbaijan and Turkey. Third countries,
on the one hand, held back Azerbaijan from revenge, and on the other
did not recognize the new realities of the post-war period, which
was supposed to require Armenia.
Now it is time to return to Armenia the right of the winner. But to
do that Armenia needs diplomacy that thinks like a winner, and that
can dictate terms. Our diplomacy is more accustomed to sound foreign
initiatives, which are often contrary to the national interests of
the Armenians.
Armenian diplomacy can certainly be proud that it is 20 years old, and
the lands, as they say, have not been surrendered, peacekeepers and
refugees have not been allowed there either. This can be represented
as the fruit of the so-called complementary and other policies. But
the fact is that in all that time, Armenia has never put forward any
condition for recognition of the results imposed by Karabakh war as
a solution to the conflict.
We discuss all sorts of options, up to Madrid, which involve
territorial concessions by Karabakh. We discuss the deployment of
peacekeepers and other proposals that will break the status quo not
in favor of Armenia. Moreover, these concessions can lead to collapse,
and not only of Karabakh but also Armenia. For now these options have
not become a reality only because Azerbaijan does not want Karabakh
in parts, but all and immediately.
The absurdity of the Armenian concessions is already clear to
intermediaries too. In particular, the OSCE speaks no more about the
settlement, but about solving humanitarian and communication problems.
EU offers Armenia Association, without "being afraid" of the Karabakh
issue and, in fact, recognizing the status quo.
It remains only to Armenia to officially declare to waive the Madrid
principles, to put forward its conditions of peace and to urge
mediators to ensure peace on the terms of the winner.
