"Hrachya Harutyunyan's extradition to Armenia is possible under the
conventions on extradition of convicts only after the relevant court
of the Russian Federation returns a verdict of guilty and after the
sentence enters into force," the Armenian Ministry of Justice said
in a statement.
Thus, according to the Ministry, the international conventions are
not applicable to Hrachya Harutyunyan at this point.
Hrachya Harutyunyan is charged with violating traffic rules, which
resulted in the death of 18 people in Podolsk,
