    SERZH SARGSYAN IS PREPARING FOR SEVERE AUTUMN

    After the meeting of the ministers of foreign affairs of the EU and
    Eastern Partnership the minister of foreign affairs of Lithuania which
    has taken up the chairmanship of the EU made a significant statement.

    He said that Armenia, Georgia and Moldova may initial the Association
    Agreement earlier than the Vilnius summit in November. And the foreign
    minister of Ukraine Kozhara stated after the meeting that his country
    is ready to sign the Association Agreement in Vilnius.

    In fact, the EU does not rule out acceleration of association.

    Apparently, this is due to concerns that Russia may hinder the
    pre-signing scheduled at the end of November. The activity of the
    Russian political community which has already run out of its arsenal
    of arguments is saying that Moscow is preparing a customized thwarting
    scenario for each country. For Armenia that might involve escalation
    in Karabakh, endorsement of social unrest in the country and support
    to the opposition.

    Because there are all the premises for unrest, riot and protest
    in Armenia, by the way, triggered by the authorities, failure of
    initialing seems quite realistic unless Serzh Sargsyan prevents a
    riot by lowering price on transport.

    Cautious Europeans have decided to take a brave step and initial the
    agreement in September, for example, thus outstripping Russia.

    The Russian political scientists have run out of arguments. Now the
    Russian press is flooded with articles that Russia is the savior of
    the world from "gay plague". In Armenia one also may hear calls to
    return from the way leading to immoral Europe and join Russia which is
    "conscience of the world".

    In this regard, everyone is wondering why the Armenian government has
    not published the text of the Association Agreement with Europe? It
    would hardly be due to Armenia's commitments relating to gender
    issues. Some people suggest that the agreement contains unacceptable
    wording on Karabakh but the opinion that the agreement might establish
    the role of NATO in the security of Armenia seems to be the most
    realistic one.

    If the agreement contains such a clause, the Armenian authorities
    will refrain from publishing the text not to irritate Russia although
    this is a serious claim which supposes refusal of certain agreements
    within the framework of CSTO. In particular, last year Armenia
    signed an agreement within the framework of CSTO which stipulates the
    consent of all the CSTO members to deploy infrastructures of "third
    countries" in its territory. Although, if security guarantees, not NATO
    infrastructures are meant, this agreement may even not be denounced.

    In mid-September Armenia will host the informal meeting of the foreign
    ministers of Eastern Partnership. A final decision may be announced
    then. For the time being, Serzh Sargsyan is having a holiday in Austria
    together with Speaker Abrahamyan. He is preparing for a severe autumn.
