AFTER LOUISIANA, REGION OF KRASNODAR WILL RECOGNIZE NKR INDEPENDENCE
Foreign Ministers of Armenia and Azerbaijan were invited to the United
States. They went to Washington from Moscow which also called them
to arrange a meeting between the two countries.
Nothing special was told to the public after the meeting in Moscow
besides the information that the meeting of presidents is probable,
and that Moscow wants to change the status quo. But more specific
processes are happening in the United States.
The fourth U.S. state recognized the independence of Nagorno-Karabakh
Republic. After Rhode Island, Massachusetts and Maine, Louisiana has
also recognized the independence of Nagorno-Karabakh. Apparently, this
process has already started, causing concerns in Baku. Azerbaijan's
foreign ministry even made a special statement but it does not seem
helpful.
The meeting of Secretary Kerry with Elmar Mammadyarov has already taken
place, and the official statement utters no word on the recognition
of NKR by American states. Moreover, the only message of America is
that they do not want the case to go back to the military action. The
U.S. thus warns Azerbaijan to not provoke hostilities.
Although some experts say that it could be a call for a "little war"
to establish the border between Armenia and Azerbaijan.
Kerry's meeting with Nalbandyan has not taken place yet but it
is obvious that the line between Karabakh and Azerbaijan will
be discussed. Sergey Lavrov said in Moscow that the status quo is
unacceptable, and it prevents the "return of Azerbaijani lands". This
means that the Russian proposal of "settlement" implies "return of
Azerbaijani territories". How much land does Moscow intend to return?
But some States recognized NKR within its current boundaries, at
least without any reference to "return of territories".
Notably, today the oppositional candidate for president Raffi
Hovannisian was also in Washington. He met with Eric Rubin. The U.S.
seems to show to the current leadership of Armenia that if they follow
Russia and Azerbaijan, they will be immediately replaced by others.
A "little war" is likely only if the U.S. and Russia agree on the
new border between Armenia (together with Karabakh) and Azerbaijan.
Apparently, the U.S. is satisfied with the current borders.
Hypothetically, the next will be Krasnodar and Stavropol regions of
Russia with huge Armenian communities to recognize the independence
of Nagorno-Karabakh within its current borders.
